Can your wear or not wear hose with open toe or strapped heals for a wedding?

I am mother of the bride. I have choosen a black chiffon dress because I am so short. My problen is that I have very bad stainning on my lower legs and I will need to wear dark tan or opaque black hose to cover the red stainning. All the cute shoes are open toe or strapped heels. I need to know is it proper to wear hose with open toe or strapped heels?

ok, first thing, it is "heels" not "heals". as a guy, i HATE it when i see hose with open toe heels. i just think it looks horrible.
