How hard is it to widen the waist on a dress?

I bought a dress off Ebay and I LOVE it. The lady said the waist was 16 inches across while laying flat. It is actually 15 inches. I can zip it up but it's really tight. The dress has no give and I'm scared I'll rip a seam. How hard is it to widen the waist? It has a 13 inch zipper down the back. The bust is fine.
Can I just have someone adjust it by putting on a new zipper or does it have to be adjusted all around?

without seeing the dress its hard to say. there may be enough seam allowance on the sides to widen it a bit but I doubt there is. and you may be able to put an extra panel down the back either side of the seam but it could change the fit of the dress allover. Id take it to an alterations place and get their opinion or maybe try a bridal shop as some may alter it for you. good luck
